Quick Tip: We do use Giphy in posts, but not in comments and chat. You can however, go to any gif site you love, like giphy.com, right click, save as image to your computer/phone, and upload the gif/webp via image upload. We do not like relying fully on third party services; so, at this time we will keep it like this. We may work on implementing our own service for such things in the future.
